BACOLOD City – Bacolod City Water District (Baciwa) is looking for two new members for its Board of Directors.
But the two directors whose terms are expiring on Dec. 31 have a chance of getting reappointed.
Mayor Evelio Leonardia will appoint the new directors. According to the mayor, new Baciwa directors must be “sincere in service.”
Aside from that, they must be “professional” and “action-oriented” and should “have a (good) track record,” he said.
The Board chairperson Ma. Aida Torre and Lorendo Dilag — both lawyers — represent the women and the education sectors, respectively.
Their terms are ending but they’re included in the nominees the Board submitted to Leonardia. They would keep their directorship if the mayor reappoints them.
Aside from Torre, other nominees for women sector representative were Dr. Libertad Noledo and former Felisa barangay captain Mona Dia Jardin, Director David Villanueva told reporters yesterday.
Jardin resigned from the elective post in October. Her husband, the No. 1 kagawad Ramon, replaced her.
Villanueva said there were six nominees for education sector representative: Dilag, Elizabeth Salabas, Alberto Arceo, Duane Casiano, Rome LA Aujero, and Edmond Guitche.
According to the Board secretary, they sent the list of nominees to Leonardia last week yet.
Presidential Decree (PD) No. 198 mandates the local operation and control of water systems and the creation of local water districts.
Section 10 provides that the water district secretary shall solicit nominations for replacement from sectors represented by directors whose terms will expire on Dec. 31 of each even-numbered year.
Each known organization, association or institution in a sector may submit on or before Nov. 1 one nomination to the secretary, who will transmit such to the appointing authority on or before Nov. 15.
The appointing authority — in the case of Baciwa, Leonardia — shall make the appointment/s based on the list of nominees on or before Dec. 15.
If Leonardia fails to make the appointment/s by Dec. 15, new directors shall be selected via majority vote from a quorum of the seated directors.
A water district’s Board of Directors must comprise five members. Baciwa currently has only four: Torre, Dilag, Villanueva, and Cecilia Henares.
The fifth directorship remains a subject of litigation involving Ramiro Garcia Jr. and Marichi Ramos.
In November 2013, then Mayor Monico Puentevella appointed Garcia, a former vice mayor, to replace Ramos./PN
