ILOILO City – The National Police Commission (Napolcom) Region 6 filed charges against four police officers whom President Rodrigo Duterte linked to illegal drugs.
Senior Inspector Christopher De Jose of the Police Regional Office-6’s Special Operations Group was charged with grave misconduct.
Complaints for incompetence and gross neglect of duty, on the other hand, were filed against Senior Superintendent Khasmir Disomangcop, former Iloilo City police director; Chief Inspector Rio Maymay, former chief of Police Station 1; and Senior Superintendent Ruperto Floro Jr.
“They failed to minimize, eradicate or suppress illegal drug activities in their areas of responsibility,” said Napoleon Arostique, chief of Napolcom Region 6’s Technical Services Division.
Napolcom compared the performance of the four police officers with those of their successors.
“Four months pa lang ang current administration pero sobra na ang accomplishments compared sa ila sang una. So ang amon theory is that they’re involved in illegal drugs by way of inaction,” said Arostique.
De Jose, Floro, Maymay, and Disomangcop were among the 19 Western Visayas police officers linked by Duterte to illegal drugs during a name-and-shame speech in August this year.
The four will be given time to explain, said Arostique.
“Indi pa ini dismissal. Kaso pa lang ini,” he clarified.
Arostique said out of the 19 police officers Duterte named, Napolcom Region 6 dismissed the cases of seven police officers – Chief Superintendent Bernardo Diaz, former director of the Police Regional Office 6 (PRO-6); retired police chief superintendent Marietto Valerio, Superintendent Eugenio Malic, Senior Inspector Elvis Donasco; Inspector Nilo Duarte, former police chief of Arevalo, Iloilo City; and retired senior superintendent Gil Lebin, former director of the Iloilo Police Provincial Office (IPPO), for lack of jurisdiction.
“Our central office handles the case of Director Diaz while the rest are already civilians,” said Arostique.
Napolcom Region 6, however, is investigating eight other police officers. They were:
* Senior Superintendent Ricardo Dela Paz, chief, directorial staff, Negros Island Region Police Office
* Superintendent Noel Lamsis, former Antique Anti-Illegal Drugs Task Force chief
* Superintendent Ipil Dueñas, former Iloilo City Police Office intelligence officer
* Superintendent Gomboc of PRO-6
* Superintendent Roderick Condag, former IPPO intelligence chief
* Chief Inspector Vicente Vicente, police chief of Pavia, Iloilo
* Chief Inspector Kenneth Militar, former police chief of Molo, Iloilo City, and
* Superintendent Ronald Gepana, former regional intelligence unit chief.
Arostique reminded policemen to remain ethical and moral.
“Sa police manual nakasiling dira nga ang police service is a noble profession and it demands from its members specialized knowledge and skills, and that they should maintain high standard of ethics and morality worthy to be trusted by the general public whom they serve. How can our public trust police officers if they themselves are associated with dubious characters?” said Arostique./PN
