ILOILO – Gov. Arthur Defensor Sr. wants all provincial government employees to attend their Monday flag-raising ceremony.
He issued a memo enjoining all capitol workers to attend after noticing the absence of some of them — particularly the department heads.
“Gagakasiplatan ko iban nga chiefs of offices talagsa lang ga-attend. Gusto ko mag-attend sila pirme,” said Defensor.
The governor declined to name names.
Attending flag ceremonies is in compliance with Republic Act 8491, or the Flag and Heraldic Code of the Philippines, and the Civil Service Commission (CSC) Memorandum Circular No. 19 series of 2012, Defensor said in the memo.
Nonattendance among capitol employees is a violation of Section 46, Rule 10 of the CSC Revised Rules on Administrative Cases in the Civil Service and of “reasonable office rules and regulations that carries penalties.”
On first offense, erring workers will be reprimanded and required to submit a written explanation, while on second offense, they will be suspended for one to 30 days. A third offense will result in dismissal from service, Defensor said./PN
