ILOILO City – Regional peace and order councils (RPOCs) in the Visayas were supportive of the Department of Interior and Local Government’s (DILG) plan to put “Drug-Free Home” stickers on houses deemed as such.
“There was no opposition,” said DILG Region 6 director Anthony Nuyda, citing Secretary Ismael Sueno’s consultative meeting with Visayas RPOC officials on Feb. 24 here last week.
There were suggestions during the meeting to fine-tune the campaign but Nuyda said he was not at liberty to disclose them.
From consultative meetings with RPOCs in Luzon, Visayas and Mindanao, the DILG hopes to come up with guidelines on how to go about with the sticker campaign. Sueno hoped to start the drive by the first or second week of March.
Among those who attended last week’s meeting here were governors Hilario Davide III of Cebu, Roel Degamo of Negros Oriental, Samuel Gumarin of Guimaras, and Sharee Ann Tan of Samar.
Posting stickers indicating that a home is illegal drug-free is the government’s way of “shepherding,” according to Sueno.
He also clarified that this strategy is not aimed at “shaming” families not qualified to have such stickers for having a drug-dependent member.
Sueno also said unqualified families will be taken care of.
“We will concentrate on them…ipangabay naton, ihangyo naton. This is why we call this ‘Operation Hangyo.’ Hangyo means mangabay kami sa inyo. Indi naton pagpwersahon, hangyo lang…and this is what we call shepherding,” he said.
Through this approach, the antidrug function shifts from the police to the Peace and Order Councils, where the police also belong, said Sueno./PN
