ILOILO City – Three chiefs of police may be administratively charged if they fail to give the National Police Commission (Napolcom) Region 6 an acceptable explanation for the alleged irregularities in their stations.
Inspector Ronaldo Amihan of Jaro district, Chief Inspector Aldrin Lamera of City Proper and Chief Inspector Al Bigay of Mandurriao district were ordered to report to the Napolcom on March 7.
In a surprise inspection in the evening of Tuesday, Feb. 28, the Napolcom found out the police stations in the said districts did not have a duty detail sheet and a duty accounting of personnel report, said spokesperson Allen Camering.
These documents, which indicate the personnel who are present and absent, were supposedly posted on their bulletin boards, he said.
The Napolcom also noted that it took 23 minutes for Jaro police officers to respond to an incident in Barangay Tabuc Suba.
They were supposed to simulate an incident in Tabuc Suba, but a real incident occurred, Camering said. “The (Jaro) police failed to respond quickly, considering that the crime scene was very near the station.”
Amihan said Tabuc Suba barangay officials told them they have already arrested the suspect. “Upon learning that, we did not proceed (anymore) because there were other calls from other areas,” he said.
Mandurriao police station, meanwhile, had no duty detail sheet; the police chief and the deputy station commander were not around, the women’s detention cell had no window, and the station itself was “very dirty,” Camering said.
No officer was assigned at the Smallville entertainment complex and the district plaza, and the station had a “very poor” record system, he said.
Bigay said he was in his barracks in Camp Martin Delgado during the Napolcom inspection.
He also said the Mandurriao police station was not a “standard” one because it was the city government that funded and built it.
“Wala kaming detailed personnel sa plaza kasi malapit lang sa police station, and we have personnel along the highway of Barangay San Rafael, which is malapit naman sa Smallville,” Bigay said./PN
