ILOILO City – To regulate the operation of tricycles, the city council approved an ordinance establishing a color coding scheme for this mode of transport.

Tricycles within a particular district must have a uniform color distinct from those operating in other districts, according to Councilor R Leonie Gerochi, the ordinance author.

The ordinance was approved during the city council’s regular session yesterday.

City Proper tricycles must be painted green; La Paz, orange; Jaro, blue; Molo, white; Mandurriao, yellow; Arevalo, red; and Lapuz, violet.

The ordinance sets penalties for ordinance violators – a fine of P500 for first offense; P1,000 for the second offense; and impoundment of the tricycle unit and revocation of tricycle franchise plus fine of P1000 for the third offense.

The ordinance is applicable to tricycles that have been granted franchises to operate, provided that the franchises have not yet expired.

The Transportation Management and Traffic Regulation Office (TMTRO) is tasked to enforce the ordinance. It should first determine if the tricycle has a valid or unexpired franchise as well as an updated Motorized Tricycle Operators Permit (MTOP).

If the franchise is valid or unexpired and the MTOP is up-to-date, the violator will be issued with a traffic citation ticket.

If it is determined that the violating tricycle does not have a valid or unexpired franchise and an updated MTOP, a citation ticket may be issued for any violation of existing ordnances, if warranted.

Also, impounded tricycles should be claimed by the owner only after the payment of the corresponding fines and other fees.

 

Impounded tricycles not claimed within six months from the date of impoundment shall be auctioned and the proceeds shall be forfeited in favor of the city of Iloilo./PN
