ILOILO City – Mayor Jed Patrick Mabilog wants his office to have a “Procurement Management Services Division.”
He requested the Sangguniang Panlungsod to pass an ordinance creating the division and assigning personnel therein.
After a series of hearings, the city council’s committee on good government and public accountability under Councilor R Leone Gerochi recommended the establishment of the division.
The city council adopted the committee report on March 7. On the same day, the ordinance — authored by Gerochi — was filed and passed on first reading. It was approved on second and final reading yesterday.
The division will have six plantilla positions, as proposed by the Human Resource Management Office (HRMO). They are:
* one Supervising Administrative Officer (salary grade 22)
* one Administrative Assistant V (salary grade 11)
* two Administrative Aides IV (salary grade 4)
* two Administrative Aides II (salary grade 2)
One Laborer I (salary grade 1 or 3) from the General Services Office shall be assigned to the new division.
The Procurement Management Services Division shall provide “secretariat services, such as recording, receiving, managing, coordinating, and archiving procurement documents and other records.”
Mabilog made the request on Oct. 4, 2016 yet.
Department heads and representatives present during the second hearing on March 1 favored the request, the committee said.
The HRMO shall identify any existing vacant positions and abolish them to create new positions for the requested division, it added.
Originally Mabilog requested for 10 plantilla positions, but the city council committee recommended only six after the HRMO came up with reduced budgetary requirements for new positions./PN
