BACOLOD City – IPM Construction and Development Corp. stands to remain as the local government’s contracted garbage collector.
The Bids and Awards Committee declared the IPM the winner in the bidding for environmental and sanitary services yesterday.
The approved budget for the 10-month contract (March 1 to Dec. 31) is P150 million. The IPM offered P149,696,384.53, beating the other company that bid for the service, the FDRCon Company, Inc.
A post-qualification assessment is scheduled this week.
Dynamic Builders and Construction, Inc. bought bidding documents but withdrew — through a letter to the BAC — before the opening of bids at 9 a.m., said BAC acting chairman Maphilindo Polvora.
Dynamic Builders explained that, due to their many other projects, they may not be able to attend to the environmental and sanitary services in case the project gets awarded to them, he said.
Polvora said the BAC and its technical working group looked into all the documents pertaining to the legal, technical and financial qualifications of the IPM before the declaring the company the winner.
They no longer checked the financial qualifications of the FDRCon since the company failed to pass the technical requirements, he said.
The IPM is still under a two-month contract with the city government.
The company was first hired to serve from September to December last year, but city hall decided to extend the contract to two more months to give the BAC time to prepare for the bidding.
