BACOLOD City – Infrastructure projects of the Bacolod City Government will soon carry QR (quick response) codes that residents can scan to access detailed information about ongoing works, Mayor Greg Gasataya announced on Friday, August 29.
The initiative, anchored on Executive Order No. 39, requires the placement of QR codes in all city government projects and provides for an online progress monitoring system aimed at ensuring transparency, accountability, and good governance.
“With a single scan of a QR code, any Bacolodnon can see what’s being built, how much it costs, who’s doing the work — both contractor and project engineer — and when it will be done,” Mayor Gasataya said.
The platform will also allow citizens to lodge complaints, concerns, and feedback about city projects, enabling officials to respond to issues more quickly.
Mayor Gasataya emphasized that public projects are funded by the people’s hard-earned taxes and must therefore be open to scrutiny.
“Transparency isn’t a favor to the public. It’s a debt we owe to every Bacolodnon who works hard to contribute to building our city,” he stressed.
The Management Information Technology and Computer Services (MITCS) has been directed to implement the system within two weeks.
The city is currently undertaking several major projects funded under a P4.4-billion loan package from the Development Bank of the Philippines. These include the construction and improvement of the old City Hall and City Health complex, a new legislative building, a recovery and recycling complex, and an ecopark.
“Through this, our city is finally modeling the future of open governance — commitment to transparency through action, transparency without compromise, and made convenient in the palms of our hands,” Mayor Gasataya said./PN
