BACOLOD City – The local government has constituted the Bacolod City Local Price Coordinating Council (BCLPCC) to oversee the local implementation of price and supply stabilization measures for basic necessities and prime commodities in the city.
Mayor Greg Gasataya signed Executive Order No. 071, Series of 2025, on November 7, creating the council and forming the Composite Price Monitoring and Enforcement Team, which will operate under the supervision of the BCLPCC.
The council will be chaired by the city mayor, with the head or representative of the Department of Trade and Industry (DTI)–Negros Occidental serving as vice chairperson.
Its members include the chairperson of the Sangguniang Panlungsod committee on trade, commerce and industry; the city administrator; city legal officer; city treasurer; city budget officer; city planning and development coordinator; city agriculturist; city veterinarian; city health officer; city social welfare and development officer; city engineer; city permits and licensing officer; and public information officer. Also part of the council are the city directors of the Department of Interior and Local Government (DILG) and the Bacolod City Police Office (BCPO).
Representatives from national government agencies operating in Bacolod City will likewise serve as members, including the Department of Agriculture (DA), Department of Health (DOH), Department of Environment and Natural Resources (DENR), Department of Energy (DOE), National Food Authority (NFA), and Bureau of Fisheries and Aquatic Resources (BFAR).
In addition, at least one consumer group representative and one business or industry representative from the private sector will be designated by the chairperson for a renewable one-year term.
The Composite Price Monitoring and Enforcement Team will be composed of representatives from DTI–Negros Occidental, the City Administrator’s Office, City Legal Office (CLO), City Treasurer’s Office (CTO), Business Permits and Licensing Office (BPLO), City Health Office (CHO), City Agriculturist, City Veterinarian, DILG–Bacolod City, and BCPO.
Representatives from other agencies such as DA, DOH, DENR, DOE, NFA, and BFAR may be invited as circumstances require.
According to Mayor Gasataya, the council will establish and maintain a citywide price and supply monitoring system, conduct regular market and establishment inspections, and submit validated reports to DTI and other concerned national agencies.
The BCLPCC will also recommend to the National Price Coordinating Council (NPCC), through DTI and other competent agencies, the imposition of price ceilings and other appropriate measures during emergencies or abnormal market conditions.
Under Republic Act (RA) 7581, or the Price Act of 1992, as amended by RA 10623, it is the state’s policy to ensure the availability of basic necessities and prime commodities at reasonable prices at all times without depriving legitimate businesses of a fair return on investment.
Section 10 and related provisions of the Price Act, along with Rule VI of its Implementing Rules and Regulations (IRR), provide for the creation and operation of Local Price Coordinating Councils to coordinate and rationalize the implementation of price and supply stabilization measures at the local level.
