BACOLOD City – The Civil Disturbance Management (CDM) contingents of the Bacolod City Police Office (BCPO) was declared the overall champion in the Police Regional Office 6’s CDM Challenge 2018.
The competition was held at Camp Martin Delgado in Iloilo City on Thursday.
BCPO head Senior Superintendent Francisco Ebreo congratulated his personnel, saying that they “brought another honor in the name of BCPO.”
“Your shared commitment, discipline and determination cannot be measured,” added Ebreo.
Following such feat, the BCPO will represent the region in the national CDM competition, which is yet to be scheduled.
There were 122 BCPO CDM contingents in the regional level. They were headed by Chief Inspector Sherlock Gabana.
During the competition, the contingents were evaluated based on the parameters and criteria provided in the police operational procedures and rules.
The competition, which tested the preparedness of CDM units, has three phases.
The first phase was the graded inspection, which includes the completeness of CDM complement equipment, uniforms and support elements.
The second phase assessed that demonstration by company-size complement of the eight basic CDM formations.
The third phase, meanwhile, presented problem-based scenarios that the participants were required to solve by applying appropriate formation and procedures.
Based on its policies and guidelines, the Philippine National Police will provide CDM units “only when requested by the leaders or organizers for maintenance of peace and order or to ensure the safety of those participating in the public assemblies held in freedom parks or on private property.”
When deployed, the CDM contingents are required to wear the prescribed uniform without firearm, and will use tear gas, smoke grenades, water cannons, and other similar anti-riot devices only when the public assembly is confronted by actual violence, serious threats of violence or deliberate destruction of property.
