Bacolod residents face water rationing after Typhoon ‘Tino’

BACOLOD City — Many residents served by Bacolod City Water District–PrimeWater-Bacolod (BACIWA-PrimeWater) are experiencing water rationing following the impact of Typhoon “Tino,” which hit the city under Signal No. 4 winds on November 4.

In an advisory, BACIWA and its partner PrimeWater-Bacolod said they have implemented water rationing and delivery operations to assist consumers affected by service interruptions. The city government, the office of Lone District Congressman Alfredo Abelardo Benitez, and other national agencies have also joined efforts to support water distribution.

“Our teams are working continuously to ensure that affected areas receive water supply while restoration activities are underway,” BACIWA-PrimeWater said.

Mayor Greg Gasataya emphasized that the city continues coordinating with service providers to ensure the prompt restoration of electricity and water services. The water company explained that operations at its wells were interrupted due to power outages caused by the typhoon.

The Negros Electric and Power Corporation (Negros Power) assured the public that full restoration of electricity remains its top priority following the widespread damage across Central Negros. During a November 5 press briefing, company officials detailed the extent of damage to the power distribution network and ongoing recovery operations.

At the height of the storm, all five subtransmission lines supplying 11 substations were knocked out, and 35 out of 47 major feeders were disrupted, plunging large portions of Bacolod, Talisay, Silay, Murcia, Bago, and Don Salvador Benedicto into darkness.

According to Negros Power’s System Operations Typhoon Contingency Dashboard, as of 9 a.m. on November 5, more than 217,000 customers—or 87 percent of the company’s total consumers— still experienced power interruptions due to toppled poles and damaged lines.

By 3 p.m. on November 6, crews had cleared fallen trees in 48 of 244 affected areas, repaired 65 toppled poles, and continued restoration work. Negros Power has assured Mayor Gasataya that full power restoration is expected by November 7, 2025./PN
