BACOLOD City — The Sangguniang Panlungsod (SP) of Bacolod has approved a resolution urging Bacolod City Water District–PrimeWater (Baciwa-PrimeWater) to expedite the maintenance and rehabilitation of leaking water pipes across the city, amid mounting concerns over water wastage and possible supply shortages.
The measure, authored by Councilor Roberto M. Rojas, chairperson of the Committee on Energy and Public Utilities, was approved during the council’s regular session last week.
In the resolution, the city council respectfully called on Baciwa-PrimeWater, through Mayor Greg G. Gasataya, to immediately address reported pipe leakages in various barangays.
The resolution cited Section 15, Article II of the 1987 Constitution, which mandates the State to protect and promote the people’s right to health, as well as Section 16 of Republic Act No. 7160, or the Local Government Code of 1991, which empowers local government units to promote the general welfare, particularly in matters concerning public health, safety, and environmental protection.
Rojas said his office has received numerous complaints from residents about unrepaired leaking pipes in several parts of the city.
The continued leakage, he noted, not only results in the loss of potable water but also poses potential health and safety risks to communities.
The resolution further warned that unresolved pipe damage could worsen water supply issues, especially with the approaching summer season when demand typically increases.
“It is imperative to immediately address these concerns to ensure efficient water distribution, help deter potential shortages, conserve water resources, and safeguard the health of Bacolodnons,” the resolution stated./PN
