ILOILO City – Barangays were ordered to organize “inventory teams” that will help in the transition of village administrations when a new set of officials assume their posts.

Elections for barangay and Sangguniang Kabataan positions were scheduled this coming May 14.

The Interior department mandated the creation of the transition teams in the barangays via Memorandum Circular 2018-12, according to Iloilo City field office director Ferdinand Panes.

Dated Feb. 1, the circular directs all barangay captains to issue an executive order for the organization of the inventory teams.

Each team shall comprise the barangay captain as chairperson, two village councilpersons, a secretary, a treasurer, and two representatives from civil society or faith-based organizations.

According to Panes, the inventory teams will ensure a “smooth turnover of properties, monies and documents” to the incoming from the outgoing village officials.

The barangay captains must issue the EO not later than Feb. 23 and furnish a copy to the Interior department not later than Feb. 26.

Barangays must conduct initial inventory not later than March 9. Copies of the inventory must be furnished to the Interior department and the Commission on Audit not later than March 12.

Moreover, the final inventory must be produced not later than May 30. It must be posted on three conspicuous places and the barangay’s official website if there is one.

Panes stressed that there must be a formal turnover of effects before the new barangay officials assume their posts.

The Interior department must witness the ceremony, which must be held not later than May 30.

Panes said the office of the local chief executive is responsible for reminding the barangay captains about the creation of the inventory team. (With Philippine News Agency/PN)
