ILOILO City – The city government asked the support of barangay leaders in the campaign against illegally-parked vehicles.
“We agreed in principle, subject to a memorandum of agreement, the deputization of barangay captains or barangay kagawads who serve as chairmen of their council’s committee on peace and order to implement the law on road obstruction or illegal parking in their respective areas,” said Mabilog.
Mayor Jed Patrick Mabilog, Councilor R Leone Gerochi, Liga ng mga Barangay president Councilor Reyland Hervias, Transportation Management and Traffic Regulation Office (TMTRO) acting head Robert Foerster, and City Legal Officer Lorna Laurea met with Land Transportation Office (LTO) assistant regional director Nanet de Ocampo to discuss the matter at city hall on Thursday.
“The barangay officials will issue LTO Temporary Operator’s Permits (TOPs) to erring drivers as well as to the owners of vehicles parked in non-designated parking areas,” said Mabilog.
The tentative target date of implementation is December.
Monday last week’s fatal vehicular accident in Mandurriao district involving a parked cargo truck prompted TMTRO to form a unit with the sole task of apprehending vehicles making roads their parking areas.
The unit is composed of TMTRO personnel with motorcycles.
They will be roaming around the city apprehending illegally-parked vehicles, said Foerster.
A pickup crashed against a parked cargo truck in Barangay Guzman-Jesena, Mandurriao early morning on Oct. 17. A passenger was crushed to death.
Foerster admitted the TMTRO alone cannot fully enforce the on-road parking ban. He said he would seek the assistance of the Iloilo City Police Office./PN
