CAPIZ — The Provincial Government of Capiz has secured a P1-billion loan from the Land Bank of the Philippines to fund key infrastructure projects aimed at improving public services and boosting local development.
The loan agreement was formally signed on March 24, at the Office of the Governor in the Provincial Capitol.
Provincial officials said the move followed a public hearing on December 18, 2025, which helped inform residents on how the funds would be utilized, reflecting the administration’s push for transparency and public engagement.
The P1-billion loan will be allocated to four major projects:
A total of P350 million is earmarked for the renovation and rehabilitation of Villareal Stadium, a long-standing venue for local sporting events. Planned upgrades include the construction of new bleachers, an athlete dormitory, and vendor kiosks to enhance facilities and transform the stadium into a year-round community hub.
Another P250 million will fund the completion of the Roxas Memorial Provincial Hospital in Barangay Lanot, which will be upgraded into the Capiz Medical Center with a 500-bed capacity. The project aims to improve access to quality healthcare services in the province.
Meanwhile, P300 million is allocated for the expansion of the new Provincial Capitol grounds, including the acquisition of an additional three hectares of land. The area is envisioned to house the “Agora de Capiz,” a public space featuring a 3D walkable topographical map designed to promote tourism and community engagement.
The remaining P100 million will be used for the procurement of modern equipment and technology for the new Capitol to enhance operational efficiency and service delivery.
The loan agreement was authorized by the Sangguniang Panlalawigan following a formal request from Governor Fredenil H. Castro. The process included consultations with local officials, partner agencies, and stakeholders.
Provincial Budget Officer G. Antonio Arbis assured the public that the province is financially capable of repaying the loan, noting that it currently has no outstanding debts.
The signing ceremony was led by Governor Castro, along with key provincial officials and representatives from the Land Bank of the Philippines, including Vice President Hansen Chu.
Officials said the initiative is expected to generate employment, stimulate local businesses, and improve public services, contributing to the province’s overall growth and development.
