BACOLOD City – Juliana Carbon reported to Bacolod City Water District (Baciwa) yesterday.
Her reinstatement as general manager in Baciwa became official during a special board meeting with the water district’s Board of Directors.
“I have received reports that there are many problems in Baciwa. I’ll see what I can do,” Carbon said.
Employees’ benefits will also be the returning general manager’s priority.
Carbon submitted clearances from the Department of Justice (DOJ), where she previously worked as a city prosecutor, on Aug. 14, said Board secretary Mona Dia Jardin.
Carbon was made to pass the DOJ clearances to prevent charges of abandonment and unlawful appointment.
This condition was set when the Board approved an order from the Civil Service Commission (CSC) reinstating Carbon as in the water district on Aug. 7.
The same CSC order invalidated Mario Macatangay’s appointment as interim general manager in Baciwa.
Macatangay filed a leave of absence a day before the Board affirmed the CSC order.
Moreover, he filed a petition for certiorari and injunction against CSC and Carbon at the Court of Appeals in Cebu City.
