ILOILO City – Mayor Jerry Treñas is appealing to the Ilonggos to continue observing the minimum health protocols to curb coronavirus disease 2019 (COVID-19). He issued Executive Order No. 137 implementing Alert Level 2 protocols in this southern city effective until Nov. 30.
“Despite these protocols, we continue to be vigilant and unite in protecting one another,” said Treñas.
Under Alert Level 2, fully vaccinated travelers from Negros Island need only to present their identification cards (ID) and vaccination card or certification, while partially/unvaccinated ones must have negative reverse transcription-polymerase chain reaction tests taken 72 hours prior to travel and valid IDs.
Authorized persons outside residence (APORs), returning overseas Filipinos (ROFs), and returning residents fully vaccinated against COVID-19 are required to present their vaccination card or certification and register via the S-Pass system, while those unvaccinated must comply with an S-Pass, a negative RT-PCR test result 72 hours prior to travel, quarantine and RT-PCR on the third day of quarantine.
Quarantine upon arrival for fully vaccinated individuals shall no longer be required.
As to public transportation, public utility vehicles are allowed to operate at 70 percent of the seating capacity.
Public consumption of liquor under Alert level 2 is still prohibited while selling of liquors is allowed from 9 a.m. to 6 p.m. only.
Banks operations are allowed from 9 a.m. to 4 p.m.
Meanwhile, food establishments’ allowed capacity is dependent on their safety status.
Those with 100 percent fully vaccinated personnel and with Safety Seal Certification are allowed 80 percent and 100 percent for indoor and al fresco, respectively.
Those with Safety Seal only are allowed 50 percent capacity for indoor and 75 percent of al fresco.
Food establishments with 100 percent fully vaccinated personnel but without Safety Seal Certification are allowed 30 percent for indoor and 50 percent for al fresco while those with no safety seal and personnel are not fully vaccinated are only allowed 20 percent capacity for indoor and 50 percent for al fresco.
On the other hand, 50 percent indoor capacity for fully vaccinated individuals and 70 percent outdoor capacity are allowed for the following:
* MICE (meetings, incentives, conferences and exhibitions)
* visitor or tourist attractions
* amusement parks and theme parks
* recreational venues
* limited face-to-face for higher education and tech-voc
* licensure or qualifying exams
* barbershops, hair spas, hair salons, nail spas, and those offering cosmetic services
* fitness studios, gyms, and venues for non-contact exercises (subject to the Department of Trade and Industry protocols)
* film, music and television production, and
* contact sports (participants should be fully vaccinated).
As to mass gathering, activities allowed at 50 percent maximum capacity are religious services, marriages, baptism, funeral or burial, and other social events
Prohibited establishments or activities, meantime, included face-to-face classes for basic education except those approved by the Inter Agency Task Force; casinos, horse riding, cockfighting and operation of cockpits, lottery and betting shops, and other gaming establishments./PN
