
BACOLOD City – To bolster efficiency and effectiveness in service delivery, the city council is requesting that the Human Resource Management Services conduct capability development training for Bacolod City hall employees.
In a Sangguniang Panlungsod resolution, employees who are regularly dealing with and providing frontline services to both city residents and non-residents need to undergo proper training.
The city government has offices that usually deal with clients from all walks of life, particularly the offices of the Business Permits and Licensing Division, the City Treasurer’s Office, the Office of the Building Official, and the Office of the City Civil Registrar, among others.
Councilor Simplicia Distrito explained that it is then necessary that the personnel providing frontline services be equipped with the essential skills and techniques that will enhance their capabilities.
The resolution cited the Philippine Development Plan for 2023–2028, which states that transformation in government systems and mechanisms will not be possible without the development of the competence, motivation, agility, and resilience of public servants.
