BACOLOD City – Will Juliana Carbon return as general manager of the Bacolod City Water District (Baciwa)?
The Civil Service Commission (CSC) ordered Carbon reinstated in Baciwa after Mario Macatangay’s appointment as general manager was invalidated.
Carbon currently works as a city prosecutor.
The CSC also ordered the Baciwa Board of Directors to pay Carbon her back salaries from Aug. 18, 2015 up until her reinstatement.
Carbon was given until July 31 to turnover her responsibilities under the Department of Justice, the CSC order dated July 14 read.
Panay News tried to reach Carbon and Macatangay for comment but they were not responding as of this writing.
Macatangay was banned from getting appointed to any position in Baciwa within a year after his designation as interim general manager ended on Aug. 27, 2015.
Although Baciwa issued Resolution No. 230 on Oct. 21 in the same year requesting the Local Water Utilities Administration and the CSC to approve Macatangay’s transfer, it failed to attach a copy of the resolution and substantiate its claim.
“I can’t comment on [the] CSC decision. I have not received and read [the] official copy. [The] Board will meet as soon as we receive [the] official copy from CSC,” Baciwa director David Villanueva said./PN
