MANILA – Before the Senate takes its Holy Week break, Sen. Cynthia Villar will work for the passage of three legislative proposals.
Congress is set to adjourn on March 18 and resume on May 1.
Villar said the priority measures include the Local Government Agriculture Development Act, Philippine Native Animal Development Act, and the bill expanding coverage of the National Integrated and Protected Areas Systems (NIPAS) Act.
“These bills were among the bills I filed to advance my legislative agenda in instituting reforms in the agriculture and environment sectors,” the lawmaker from Las Piñas said.
Under the Local Government Agriculture Development Act, 10 percent of the local government units’ annual development fund shall be allocated for the implementation of programs for agriculture and fisheries advancement.
“This bill aims to make programs for the benefit of farmers and fisher folks a priority among local government units, as well as continuity of agricultural programs,” Villar said.
The chairwoman of the Senate committee on environment and natural resources also authored Senate Bill No. 144 to promote the scientific propagation, processing, utilization and development of Philippine native animals. The measure likewise called for the establishment of the Philippine Native Animal Development Center.
Villar believes the breeding of native animals is “cheaper” and “more adaptable to the country’s changing climate.”
Her Senate Bill No. 2712 also sought to expand the coverage of the NIPAS law to include more than 90 protected areas to “secure the existence and survival of native plants and animals for the Filipinos people of present and future generations.”/PN
