BACOLOD City – President Rodrigo Duterte’s Executive Order (EO) No. 26 series of 2017 and the antismoking ordinance of this capital city have many similarities, according to Councilor Caesar Distrito.
EO No. 26 — “Providing for the establishment of smoke-free environments in public and enclosed spaces” — bans smoking in public and enclosed places except in designated, law-compliant smoking areas.
“It’s good that, finally, the President issued the order,” Distrito said. “This [is] the starting point of achieving a smoke-free Philippines.”
Meanwhile the Comprehensive Anti-Smoking Ordinance of Bacolod City has similar features, said Distrito, chairman of the Sangguniang Panlungsod committee on laws, ordinances and good government, and the author of the ordinance.
These include the prohibition of smoking in enclosed public areas like malls, restaurants, government office, working places where smoking areas should be designated and “No Smoking” signs should be displayed.
Both measures ban smoking in hospitals, clinics, places of worship, schools, parks, and playgrounds frequented by minors, and prohibit the selling of cigarettes within a 100-meter radius from schools, said Distrito.
Moreover, both prohibit smoking in public transportations, such as jeepneys and buses; the selling and purchase of cigarettes by minors; and cigarette advertisements on radio, television and cinemas, he said.
Distrito also proposed an ordinance seeking amendments to an existing ordinance regulating the sale and use of electronic cigarettes, or e-cigarettes./PN
