ILOILO City — Department of Public Works and Highways (DPWH) secretary Vivencio “Vince” Dizon said they are now strictly enforcing qualification standards in appointing public works officials, and moving away from appointments based on political connections or influence.
“Kailangan maging very strict na tayo sa mga qualifications ng mga officials ng DPWH. Hindi ibig sabihin malakas ka kay ganito, malakas ka kay ganyan eh puede ka nang ma-qualify. ’Yon ang problema,” he said in an interview with members of the media during his visit to Iloilo City on January 19.
Beyond basic eligibility, Dizon said performance and merit will now be decisive factors in retaining DPWH officials.
He explained that appointments and continued tenure will be anchored not only on meeting minimum qualifications but also on demonstrated competence and results.
“So, basic ‘yung qualifications pero meron pa kaming idadagdag na mga requirements para ma-appoint ka or tumagal ka at manatili ka sa iyong posisyon, at kasama doon ‘yung performance. Para manatili ka sa position you need perform well,” Dizon said.
Dizon confirmed that the relief of Iloilo City District Engineering Office (ICDEO) acting chief Roy Pacanan was due to his failure to meet Civil Service Commission (CSC) qualification standards and insufficient experience.
