MANILA – Families of Carl Angelo Arnaiz and Reynaldo de Guzman filed double murder charges against two policemen and a taxi driver before the Department of Justice on Thursday.

Their parents were accompanied by the Public Attorney’s Office (PAO) when they lodged the complaints against Police Officers 1 Jeffrey Perez and Ricky Arquilita of Caloocan City and cabbie Tomas Bagcal.

Aside from double murder, charges for torture and planting of evidence (Section 29 of the Comprehensive Dangerous Drugs Act of 2002 and the Comprehensive Firearms and Ammunition Regulation Act) were also filed against the respondents.

The teenagers were from Cainta, Rizal.

Perez and Arquilita had claimed Arnaiz, 19, was killed in an Aug. 18 operation when he resisted arrest for allegedly robbing Bagcal. They insisted the operation was legitimate.

But PAO chief Persida Rueda-Acosta said Arnaiz was handcuffed and possibly kneeling down when he was shot dead, based on their forensic analysis.

Also on Aug. 18, de Guzman went missing with Arnaiz. A body, which PAO and his parents insisted was de Guzman’s, was found in a creek in Gapan, Nueva Ecija on Sept. 6. It bore 26 stab wounds.

But DNA test shows the body was not de Guzman’s, the Philippine National Police (PNP) said.

“We welcome the filing of criminal charges,” said PNP spokesperson Chief Superintendent Dionardo Carlos. “The suspects will have the opportunity to defend themselves before the court.”/PN
