
CAPIZ — In a major step toward enhancing efficiency and transparency in public service delivery, the Department of Social Welfare and Development Field Office VI (DSWD FO-6) launched its BBM Serbisyo digital platform on November 18, 2025.
The platform, aptly named “Basta Beripikado, Mabilis ang Serbisyo,” seeks to modernize the way essential social services and benefits are accessed, offering clients a faster, more secure, and streamlined experience.
The launch coincided with a comprehensive review of the Social Pension Program (SocPen) implementation in various municipalities in Capiz, underscoring the agency’s continued commitment to improving the welfare of senior citizens.
The event brought together Municipal Social Welfare and Development Officers, Office of the Senior Citizens Affairs (OSCA) heads, and representatives from partner organizations involved in social welfare initiatives.
Modernizing social service delivery
The initiative responds to long-standing challenges associated with manual and time-consuming service delivery processes. Through BBM Serbisyo, the DSWD harnesses advanced technology to provide immediate and secure client verification.
By integrating the Philippine Identification System (PhilSys), the platform enables real-time authentication using clients’ PhilSys Card Numbers (PCNs). This minimizes fraud, eliminates duplicate records, and ensures that resources are directed to the rightful beneficiaries.
Lisa B. Camacho, Community-Based Services Section Head of DSWD FO-6, highlighted the agency’s vision during the launch.
“Our goal is to make the process as straightforward and user-friendly as possible,” she said. “With BBM Serbisyo, clients can now enjoy quick verification through their PCNs, allowing them to access financial assistance without unnecessary delays.”
Strengthening support for senior citizens
The platform’s features are seen as especially crucial for programs like the Social Pension, which provides monthly stipends to indigent senior citizens — many of whom face added challenges due to frailty, illness, or disability.
Marien Grace Tamonan, SocPen Program Head of DSWD FO-6, emphasized that modernization is key to protecting program integrity.
“By modernizing our operations, we not only enhance efficiency but also reinforce the integrity of our programs,” she said. “This ensures that financial assistance reaches those who truly need it, directly and without complications.”
During the program implementation review held alongside the launch, stakeholders discussed ways to further optimize stipend distribution, improve accessibility, and ensure timely delivery of benefits.
United effort toward digital transformation
The collaboration among municipal officers, OSCA heads, and partner organizations during the event demonstrated a unified approach to strengthening social welfare services across Capiz. Discussions also focused on integrating BBM Serbisyo in future strategies to enhance outreach and service delivery.
As communities continue evolving in the digital age, the introduction of BBM Serbisyo marks a significant step in DSWD FO-6’s mission to deliver responsive, accountable, and technology-driven social services.
