Du30 won’t issue EO against ‘endo’

MANILA – President Rodrigo Duterte would no longer issue an executive order (EO) against contractualization, his spokesman said.

Duterte is leaving it up to Congress to pass a law prohibiting the labor practice colloquially known as “endo,” or “end of contract,” according to Harry Roque.

“An EO can [only] do so much,” Roque told a press briefing Thursday. “The President can only implement the law. The revision of it must have to be in Congress.”

Stopping contractualization was one of Duterte’s promises when he was campaigning for the presidency in 2016.

Secretary Silvestre Bello III of the Department of Labor and Employment himself suggested leaving the matter to lawmakers, the presidential spokesman said.

“Secretary Bello has since spoken up and, yes, it is now left to Congress, although let’s see if the certification as urgent will come out very soon,” Roque added.

On April 16 Roque said Duterte could sign an EO stopping contractualization on or before May 1.

“The President wants it (EO) as soon as possible,” the presidential spokesman then said.

“We all know that Labor Day is May 1. So I would think that it will come out on or before May 1,” he added./PN
