‘Financial literacy should be taught in high school to combat massive scams’

MANILA – Financial literacy should be thought as early as senior high school to allow people to detect investment scams and avoid getting victimized by fraudsters, Sen. Sherwin Gatchalian said.

“I think puwede nating umpisang pag-usapan sa high school. Karamihan ng high school especially in our system, magtatrabaho na ‘yan at makakaipon ng pera. Mahalagang mapag-usapan na ito sa senior high school especially in our provinces,” Gatchalian told reporters.

He said scammers usually take advantage of the illiteracy and poverty of people especially in rural communities.

Nakita ko ‘yung Aman Futures (pyramid scam) nag-operate sa Zamboanga del Sur, ito naman (Kapa) sa Davao del Sur, nago-operate sila in areas na madaling maengganyo o hikayatin yung ating mga kababayan,” Gatchalian said.

He added that people fail to see that they are being used because they have no knowledge of how legitimate investments work.

Kapa Community Ministry International Inc., which President Rodrigo Duterte wants shut down, has denied involvement in any investment scheme and pointed to politics as reason behind the President’s order.

“We have to have this early detection. Dapat maaga pa lamang ma-detect na, maaga pa lang napaparusahan na ‘yung gumagawa ng ganito,” Gatchalian said.

He said the public should be suspicious of a company or organization that offers an unbelievable return of investment.

Ang bottomline, dapat ang ating mga kababayan maging mas maingat. At kung may nade-detect na ganitong too good to be true, sabihin na sa ating gobyerno para mahinto agad.”

The senator said he wanted to ask for a briefing from the Securities and Exchange Commission in order for him to know the loopholes in the law.

On Feb. 14, the SEC issued a cease and desist order against Kapa Community Ministry International Inc. after it found substantial evidence that the organization offered and sold securities in the form of investment contracts and in the guise of donations, even without the necessary licenses.

In March, the SEC made permanent its cease and desist order (CDO) against Kapa to stop soliciting investments without the proper license.

This month, the SEC said it intends to file criminal charges against Kapa as it continues to accept financial investments while its necessary permits have been revoked by the regulator.

Duterte has instructed the National Bureau of Investigation and the Philippine National Police–Criminal Investigation and Detection Group (CIDG) to stop the operations of Kapa. (GMA News)
