BACOLOD City – A proposed city ordinance sets the highlights of the MassKara Festival every last Sunday of October.
Authored by Councilor Em Ang, the measure was approved on first reading last week.
Holding the MassKara on the last Sunday of October will “strengthen, promote and expand the festival’s impact on tourism,” Ang said.
“All ordinances, resolutions, executive orders, or regulations, and other issuances inconsistent with the provisions and/or purposes of this ordinance are hereby repealed, amended or modified accordingly,” read part of the proposed measure.
City Ordinance No. 33 makes Masskara Festival “a permanent affair in the City of Bacolod which will be held one week before Oct. 19.” It was approved on Oct. 6, 1987 yet.
“If any provisions of this ordinance or any part thereof be declared invalid or unconstitutional, the remaining provisions not affected shall continue in full force and effect,” read part of Ang’s measure.
A committee hearing on the proposal was scheduled on the second week of May, said Ang, chairwoman of the Sangguniang Panlungsod tourism committee.
Mayor Evelio Leonardia himself wants a fixed date for the MassKara Festival — like what Dinagyang in Iloilo and Sinulog in Cebu have.
He believes “international promotion” will be made easier if foreign tourists know when MassKara is exactly.
The festival is scheduled usually on the weekend nearest Oct. 19, the Charter Day of Bacolod City, Leonardia said.
But the mayor claimed they no longer consider Oct. 19 the Charter Day after finding out the charter of the city was signed and approved on June 18, 1938./PN
