Food security and attainment of a robust economy

IN THE Philippines and throughout the world, food security and the attainment of a robust economy will always remain a major challenge.

Towards the attainment of this goal, agricultural productivity must be achieved in the midst of declining resources such as land, water, and other agricultural inputs through improved technologies.

Above all, there is a need to ensure that these technologies are transferred efficiently to their intended beneficiaries.

The Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development of the Department of Science and Technology (DOST-PCAARRD) continually faces these challenges.

Guided by the core values of excellence, relevance, and cooperation, PCAARRD commits to sustain its leadership in uplifting the state of agriculture, aquatic, and natural resources (AANR) research and development in the country.

This commitment is best heralded by PCAARRD in its Industry Strategic S&T Programs (ISPs) in a bid to continually achieve Responsive S&T towards Food Security and a Robust Economy.

The ISP is a summary of PCAARRD’s plans and programs for each of the 34 selected commodities from 2012-2020.

Its aim is to increase productivity and uplift the socioeconomic status of farmers and fisherfolk.

PCAARRD continually shares to the public the finest fruits of R&D undertakings, which it has funded and implemented by its partner institutions.

With these R&D accomplishments and initiatives, PCAARRD looks forward to more productive undertakings and meaningful anniversaries in the future.

Its vision is to have a sustained dynamic leadership in science and technology (S&T) innovation in the agriculture, aquatic and natural resources (AANR) sectors, while its mission is to provide strategic leadership in promoting S&T as a platform for AANR products innovation and environment resiliency.

It was formed through the consolidation of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development and the Philippine Council for Aquatic and Marine Research and Development in 2011 pursuant to Executive Order No. 366.

Originally established in 1972 as the Philippine Council for Agricultural Research, it became the Philippine Council for Agriculture and Resources Research in 1975. The Council was tasked to provide a unified and focused direction for the country’s agricultural research.

It then became an apex organization that supports and manages the national network of government and higher education institutions involved in crop, livestock, forestry, fisheries, soil and water, mineral resources, and socioeconomic research and development.

With expanded coverage, functions, and responsibilities, PCAARRD formulates policies, plans, and programs for science and technology-based R&D in the different sectors under its concern.

It coordinates, evaluates, and monitors the national R&D efforts in the AANR sectors.

It also allocates government and external funds for R&D and generates resources to support its program.

As the apex Council, PCAARRD is engaged in active partnerships with international, regional, and national organizations and funding institutions for joint R&D, human resource development and training, technical assistance, and exchange of scientists, information and technologies.
