BACOLOD City – The city government wants Bacolodnons to have a safe holiday season by urging them to follow President Rodrigo Duterte’s Executive Order (EO) 28, which regulates the use of firecrackers and other pyrotechnic devices.

Earlier this month, the city government gathered village officials from 61 barangays for an orientation on the EO at the lobby of the Bacolod City Government Center.

The orientation was led by Executive Assistant Ernesto Pineda, head of the cluster on sectoral concerns, who invited speakers from various concerned agencies and departments.

They were Local Government Operations Officer Sandra Hechanova of the Department of the Interior and Local Government (DILG), Bureau of Fire Protection (BFP) operations chief Domingo Locsin and Fire Inspector Robert Robello, City Disaster Risk Reduction and Management Office head Dondon Parandas, and Bacolod City Police Office (BCPO) operations chief Superintendent Leonardo Borromeo and BCPO-Firearms and Explosives Division head Senior Police Officer 3 Jacob Montoya.

According to Pineda, the village officials must understand the importance of the EO, thus the orientation.

The EO mandates village officials to designate “firecracker zones” in their barangays.

The EO only limits the use of firecrackers and other pyrotechnic devices to community fireworks displays to minimize the risk of injuries and death, Pineda said.

He added that the village councils must pass a resolution assigning their barangay’s firecracker zone, which must be away from houses.

Sometimes, the use of firecrackers can lead to fire, Pineda stressed.

The village chiefs must then submit their identified firecracker zone to the DILG, the Office of the City Mayor and the Sectoral Concerns Office, which will also send copies to the BFP and the BCPO.

City Ordinance No. 511 designates the vacant lot behind the Pope John Paul Tower II at the Reclamation Area as a firecracker zone. (With Bacolod City PIO/PN)
