KALIBO, Aklan – The Sangguniang Panlalawigan is pushing for the establishment of an Adolescent Information and Service Delivery Network (AISDN).

“Access to health information and services combined with an adolescent-friendly facility … will address the growing incidence of teenage pregnancy and other health [and] nutritional problems,” said Provincial Board member Jay Tejada.

Adolescents are vulnerable to unwanted pregnancies and unsafe abortions. Globally, maternal deaths are prevalent among 15- to 19-year-old females, with 95 percent of adolescent births occurring in developing countries.

Pregnancy among 12 to 13 years old is becoming common at the Dr. Rafael S. Tumbokon Memorial Hospital and relatively high in Balete, Ibajay, Kalibo, and Malay towns, according to Department of Health.

Sexuality and reproductive health concerns critically challenge the full and integrative development of young Aklanons, said Tejada, author of Resolution No. 2017-305 that sought the AISDN. The measure was approved on April 17.

“These include teenage pregnancy, incidence of sexually transmitted infections and HIV and AIDS, illegal drugs, substance abuse, and smoking,” he said.

The AISDN will harmonize efforts of the Aklan Provincial Population and Gender Office with the service delivery programs of the Provincial Health Office in providing youth welfare and development programs and services, said Tejada.

An AISDN in every local government will further “link information and service delivery interventions for youth-related needs and foster partnerships, [and] well-coordinated, multi-sector, interagency, and comprehensive provision of health and development interventions,” he said.

In 2016 the Regional Development Council enjoined local governments to put up an Information and Service Delivery Network for Adolescent Health and Development, while the Commission on Population pushed for local policy support for the AISDN. (With Aklan Forum Journal/PN)
