BACOLOD City — All officials and employees of the Municipality of Toboso, Negros Occidental have been ordered to refrain from filming, posting, and creating social media content during office hours and within local government unit (LGU) premises.
The directive follows the issuance of Memorandum No. 10, series of 2025, signed by Mayor Richard Jaojoco on December 4.
“In line with our mandate to uphold professionalism, integrity, and the highest standards of public service, all officials and employees of LGU Toboso are strictly prohibited from filming, recording, editing, or posting TikTok videos, Facebook Reels/Stories, Instagram content, or any similar social media materials during office hours,” the mayor stated.
The memorandum further clarified that the restriction applies even during break periods and covers all government buildings, workstations, and LGU premises.
According to the mayor, the policy aims to address several concerns, including unprofessional conduct and misuse of government time, unauthorized use of government facilities and resources as backgrounds for personal or entertainment content, potential exposure of confidential documents or sensitive information in recordings, disruption of office operations and interference with employee productivity, and negative impact on the LGU’s public image
Mayor Jaojoco reminded personnel that government service requires discipline, accountability, and proper decorum. “Content creation for personal social media accounts during working hours is not aligned with the ethical and professional expectations of public office,” he said.
Violations of the memorandum will be subject to appropriate administrative action based on existing Civil Service rules and LGU policies.
All department heads and supervisors have been directed to strictly enforce the policy and immediately report any violations.
