Iloilo capitol workers start getting midyear bonus

ILOILO City – The Iloilo provincial government has started releasing the midyear bonus of capitol employees.

The amount – equivalent to the employees’ one-month salary – may be retrieved via their automated teller machine cards.

First to get their share were employees who have filed their respective Individual Performance Commitment and Review (IPCR) and Office Performance Commitment and Review (OPCR).

The releasing started on May 16.

No tax was imposed on the midyear bonus of capitol employees with an annual salary of P250,000 and below, Banias clarified.

“But [those earning] above P250,000 [annually, their bonus was] subject to tax,” the capitol official said.

Only around 2,000 regular employees from the capitol and 12 provincial government-run district hospitals are entitled to the midyear bonus.

Employees under “contract of service” – those not entitled to benefits from the government – do not have a midyear bonus, Banias clarified further.

Department of Budget and Management’s Budget Circular No. 2017-2 states that government workers “entitled to receive a midyear bonus are all positions for civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time.”

Only government workers who satisfy the following conditions may be granted a midyear bonus, the circular stated:

* those who have rendered at least a total of an aggregate four months of service from July 1, 2017 to May 15, 2018

* those who remain to be in government service as of May 15, 2018

* those who have obtained at least a satisfactory performance rating in the applicable performance appraisal period
