ILOILO — Gov. Arthur Defensor Jr. has ordered energy and fuel conservation measures across the province, warning of a potential surge in fuel prices and economic strain amid the ongoing Middle East conflict.
Defensor issued Executive Order No. 34-A on March 25, mandating the implementation of energy-saving protocols across residential, commercial, industrial, and transport sectors in line with Memorandum Circular No. 114, Series of 2026 from the Office of the President.
The order comes as authorities brace for sustained increases in global oil prices, with the provincial government pushing aggressive demand-side measures to cushion the impact on households, businesses, and transport operations.
“Whereas, Department of Energy (DOE) in its Advisory dated 17 March 2026 provided guidance to all Designated Establishments in the Residential, Commercial, Industrial and Transport Sectors of Energy Efficiency Conservation (EEC) and Demand Side Management (DSM) Measures in the light of the ongoing conflict in the Middle East and the summer season,” the executive order stated.
It added: “Considering the potential continuous increase in fuel prices and its consequential impact on the economy and industries, the residents of Iloilo Province are enjoined to implement austerity measures to conserve energy and fuel.”
The directive adopts key Energy Efficiency Conservation (EEC) and Demand Side Management (DSM) measures issued by the DOE, targeting both large establishments and voluntary compliance from households.
Among the mandated and recommended measures are temperature limits for air-conditioning units, with settings not lower than 24°C in common areas and 23°C in continuously operating spaces such as offices, malls, and hotels.
Establishments are also urged to minimize elevator use, maximize natural lighting, and explore renewable energy solutions such as solar power installations.
The order further encourages alternative work arrangements, including remote work and staggered shifts, to reduce energy consumption in workplaces.
Businesses are likewise advised to invest in off-grid energy systems, partner with energy service companies, and promote energy-efficient transport practices such as carpooling and the use of electric vehicles.
“Residential, commercial, industrial and transport sectors of Iloilo Province are enjoined to implement energy and fuel conservation protocols, in so far as the same are applicable, pursuant to Executive Order No. 34, Series of 2026 (5034),” the governor’s order emphasized./PN
