ILOILO – The provincial government, through the Provincial Treasurer’s Office (PTO), honored local government units (LGUs) for their exceptional contributions to tax collection during the “Best Performing Municipalities in Real Property Tax Collection and Other Treasury Services Awards 2023”.
The ceremony took place on December 2, gathering local chief executives, municipal treasurers, and municipal assessors from 43 LGUs in the province.
Provincial Administrator Raul Banias led the awarding ceremony, joined by PTO head Jean Maire Umadhay and Bureau of Local Government Finance (BLGF) Region VI representative Nemia D. Segovia.
Awards were given in multiple categories, including:
* Top 15 Performing Municipal Treasury Offices in the Collection of Delinquent Real Property Taxes
* Best Performing RPT Focal Persons in the Collection of Delinquent Real Property Taxes
* Top 15 Municipalities in Real Property Tax Collection Efficiency
* Top 10 Municipalities in Fiscal Administration
* Top 3 Municipalities in Year-on-Year Revenue Growth Rate
* Top 3 Municipalities in Fund Utilization
* Top 3 Municipalities in the Collection of Amusement Tax
* Top 3 Municipalities in the Collection of Professional Tax
* Top 15 Municipalities in the Early Submission of E-SRE Reports
* Top 15 Municipalities with Most Active E-SRE Focal Persons
* Top Municipalities in Prompt Remittance of Provincial Tax Shares
* Top 10 Municipalities in the Collection of Annual Fixed Tax for Delivery Trucks and Vans
The Municipality of Sara emerged as the Top Performing Municipal Treasury Office, with its RPT Focal Person Arturo Ancuna recognized as the Best Performing Focal Person.
Sara also ranked first in RPT Collection Efficiency under Category A, while the Municipality of Estancia secured the top spot in the same category under Category B.

* Municipality of Mina – No. 1 in Fiscal Administration
* Municipality of Concepcion – No. 1 in Year-on-Year Revenue Growth Rate
* Municipality of Dueñas – No. 1 in Fund Utilization
* Municipality of Oton – No. 1 in the Collection of Amusement Tax
* Municipality of Pavia – No. 1 in the Collection of Professional Tax
* Municipality of Calinog – No. 1 in Early Submission of E-SRE Reports (with Focal Person Mary Joy Castaños)
* Municipality of Banate – No. 1 in Prompt Remittance of Provincial Tax Shares
* Municipality of Zarraga – No. 1 in the Collection of Annual Fixed Tax for Delivery Trucks and Vans
Banias lauded the LGUs for their role in the province’s tax collection efficiency. He said effective tax collection translates to tangible benefits for Ilonggos, including increased funding for projects and essential social services such as medical assistance and scholarships./PN
