Iloilo medical aid goes digital via eGov app

ILOILO – Indigent and financially struggling Ilonggos will soon be able to seek government medical assistance using their mobile phones, sparing patients and their families from repeated trips to government offices to process their applications.

The Sangguniang Panlalawigan (SP) has unanimously authorized Gov. Arthur Defensor Jr. to enter into an agreement with the Department of Health-Western Visayas (DOH-WV) for the implementation of the Electronic Medical Assistance to Indigent and Financially Incapacitated Patients (eMAIFIP) through the eGov Super App.

The digital system is intended to make government medical assistance faster and more accessible by allowing qualified patients to submit documentary requirements electronically instead of personally going through lengthy application procedures at government offices.

The SP approved the authority during its 62nd regular session on Tuesday, Sept. 29, presided over by Vice Gov. Nathalie Ann Debuque.

The authority was sought by Provincial Administrator Dr. Raul Banias, who was then serving as officer-in-charge of the Office of the Governor, to enable the governor to sign a memorandum of agreement (MOA) with DOH-WV for the rollout of eMAIFIP in the province.

The request was certified for immediate passage to ensure that qualified beneficiaries could promptly access medical assistance.

Under the program, patients seeking assistance will only need to download the eGov Super App on their mobile phones and electronically submit the documentary requirements necessary to qualify for aid.

The system is expected to significantly reduce transportation expenses and the need for multiple visits to government offices — burdens that can be particularly difficult for indigent patients already struggling with medical expenses.

It also allows applications to be initiated digitally wherever the patient or representative has access to the app and the required documents.

The provincial board said digitalizing the application process is part of efforts to bring government healthcare assistance closer to Ilonggos, particularly those who are financially incapable of shouldering their medical expenses.

“Passed as an urgent measure, the initiative reflects the Sangguniang Panlalawigan’s continuing commitment to a more accessible, responsive, and inclusive healthcare system throughout the Province of Iloilo. By harnessing digital technology while keeping a people-centered approach, the program seeks to ensure that healthcare assistance is not only available, but genuinely within reach of every Ilonggo who needs it,” the SP said in a statement.

The MOA with DOH-WV will provide the framework for implementing the electronic medical assistance system in Iloilo, marking a shift from largely office-based transactions toward a more convenient digital process for patients seeking government help./PN
