ILOILO City – Aboitiz InfraCapital, Inc. (AIC), the infrastructure arm of the Aboitiz Group, has recently signed a concession agreement with the Iloilo City Government for the development of the Iloilo City Bulk Water Supply Project.
This signing comes after the Notice of Award was given by the city government to AIC last October 2025.
“We are grateful to the Iloilo City Government for entrusting Aboitiz InfraCapital with the Bulk Water Supply Project,” said AIC president and chief executive officer Cosette V. Canilao.
According to the Iloilo City Government, the proposed Iloilo City Bulk Water Supply Project is a critical infrastructure that will ensure expanded capacity and access to potable water, allowing the government to achieve its goal of 24/7 reliable water services for Ilonggos within the next few years.
“This milestone takes us a step closer to realizing our goal of achieving long-term water security for Iloilo City,” said Iloilo City’s Mayor Raisa Treñas.
“Through this project with Aboitiz InfraCapital, we are investing in Iloilo’s future – fueling economic growth in Western Visayas and improving the quality of life of our fellow Ilonggos,” she added.
After the signing of the agreement, AIC Water will work on completing the needed requirements as mandated by the Public-Private Partnership (PPP) Code and its implementing rules and regulations.
The company said it is exerting all efforts to ensure the successful implementation of the project, including actively evaluating multiple water sources to secure future supply reliability and redundancy that works hand-in-hand with the city’s current water systems.
The Iloilo City Council, meanwhile, ratified the concession agreement and implementation schedules of the bulk water supply project in its regular session on Wednesday. The council had earlier given its approval to the agreement’s terms last June.
Previously, AIC Water was granted Original Proponent Status (OPS) for the Iloilo Bulk Water Supply Project last May 2025, following the completion of negotiations and evaluation phases that began last year, in accordance with the rules and regulations set by the PPP Code. The proposal also went through a Swiss Challenge.
“We remain committed to working with the Iloilo City LGU to ensure compliance with the PPP process and support Iloilo City’s goal of achieving water security,” Canilao ended.
