Incentives for Ilonggo board, bar topnotchers pushed

ILOILO – The proposed provincial ordinance that would incentivize topnotchers in the Bar examination and other national licensure examinations hurdled first reading and is scheduled for a committee hearing.

Proposed Provincial Ordinance No. 2023-01-22, or An ordinance granting incentives to individuals who garnered the 10 highest places in the board examinations, bar examination, and other national licensure examinations, was authored by Vice Gov. Christine Garin, chairperson of the committee on education information in the Sangguniang Panlalawigan (SP).

It aims “to encourage and motivate the people of the province of Iloilo.”

It is the policy of the Iloilo provincial government, said Gari, to “provide cash incentives to those who garnered the 10 highest places in their chosen field of specialization during their board examinations, Bar examination, and other national licensure examinations.”

“The granting of the incentives somehow motivates, boosts the morale, and rewards the hardship of individuals during the review before the examination,” according to Garin.

The provincial government will allot P500,000 for this proposed ordinance.

The following amount shall be given to individuals who garnered the top 10 highest places in the board examinations, Bar examination, and other national licensure examinations, to wit:

For the Physician Licensure Examination and Bar Examination

* Top 1 – P40,000

* Top 2 to Top 5 – P20,000

* Top 6 to Top 10 – P15,000

For other Professional Regulation Commission  (PRC) and national licensure examinations:

* Top 1 – P20,000

* Top 2 to Top 5 – P15,000

* Top 6 to 10 – P10,000

The incentive committee shall be in charge of the validation and identification of the beneficiaries of the cash incentives, which shall be composed of the following:

* governor

* vice governor

* head of Human Resource Management and Development Office

* SP committee on education and information chairperson

* SP committee on general services and human resources chairperson

* Provincial Budget Office

* Provincial Treasurer’s Office

The qualifications for those who will avail of the cash incentive are the following:

* shall be a resident of the province of Iloilo for at least six months, and

* shall belong to the Top 10 of the board examinations of the PRC, the Bar examination of the Supreme Court, and other national licensure examinations.

The documentary requirements are the following:

* One valid identification card

* Certificate of residency to be issued by the punong barangay

* Certification or any authentic proof that he/she belongs to the Top 10 of the examination conducted by the PRC, the Bar examination of the Supreme Court, and other national licensure examinations./PN
