ILOILO – To help marginal fishermen, the Korea International Cooperation Agency (KOICA) will be providing a $4-million (P192-million) grant to expand and develop the fishing port of Concepcion town.
The Official Development Assistance from the government of South Korea is part of the proposed three-year Northern Iloilo Comprehensive Fishery Rehabilitation Development Project.
KOICA is now finalizing the terms and conditions of the project before the record of discussion between the agency and provincial government are approved by December 2016.
“Should there be no revisions to the proposal, we are expecting that the record of discussion will be signed by December. We will then seek the endorsement of the National Economic Development Authority to facilitate the release of grant,” said Provincial Agriculturist Ildefonso Toledo.
Based on the proposal, KOICA will repair and improve the pavement, revetment covering and essential structures in the fishing port to provide adequate, quality and safe berthing of fishing vessels.
It will also convert the existing wet market into passenger terminal, improve the restaurant stalls, construct a selling area for local products, and reclaim 6,500-square meter land for a new fish port complex.
It will also construct an administration building, wet market, causeway, access road and install solid waste and wastewater treatment facility, water supply, drainage and electrical systems.
The development and expansion of Concepcion fishing port is expected to increase government revenues and household income of marginal fisher folks in Northern Iloilo.
“This project needs our full support because this will help strengthen our fishing industry. It will also have a ripple effect to our economy and tourism,” stressed Governor Arthur Defensor Sr.
Aside from the infrastructure development, KOICA’s $4-million grant will also cover sub-projects on employment and livelihood skills development, coastal and marine rehabilitation and enforcement and product and market development. (Jezza A. Nepomoceno, Capitol News/PN)
