BACOLOD City – “I would like to solicit your cooperation and support because I tell you, I have no bad intentions.”
That’s Mayor Evelio “Bing” Leonardia speaking before participants of the two-day Capacity Development Program Training-Workshop which ended on Friday. He challenged them to be competent in their jobs.
“We expect this city to grow. I believe in your capacity,” Leonardia added.
The mayor recently secured a temporary restraining order (TRO) against his dismissal from government service.
The Office of the Ombudsman dismissed Leonardia and nine others after finding them guilty of grave misconduct and gross neglect of duty.
Leonardia urged workshop participants – all city government executives – to make the most out of the workshop and take it seriously.
“We must also have a scientific approach to work,” Leonardia added.
He stressed the need for a certain level of competence among the city government executives to ensure a capable and professionalized government bureaucracy.
“You are here because you want to serve Bacolod. It is our moral duty to do something for our city. You are here because you have a capacity to do something for our city,” said Leonardia.
The mayor said part of his Three-Point City Development Agenda was to “install a highly capable and professionalized government bureaucracy that would restore good governance in the city.”
The training-workshop was attended by 130 city hall department heads, office heads, executive assistants, and administrative officers.
“What we wish for is an honest and competent administration. No matter who the admin is, we cannot function without you,” said Leonardia.
City Planning and Development Office Coordinator Mary Jean Ramos said the training-workshop, spearheaded by City Administrator John Orola, aimed to improve the performance of the city hall executives through new approaches, strategies, and methodologies. (PNA)
