ILOILO City – The Land Registration Authority (LRA) has set ambitious goals to ensure all 16 Registry of Deeds offices in Region 6 are fully computerized by the end of 2024.
“The rest of the country’s Registry of Deeds are already computerized. In Region 6, only our offices in Cadiz and Silay (cities in Negros Occidental) are left, but with the leadership of LRA Administrator Atty. Gerardo P. Sirios, we are determined to reach 100% computerization this year,” said Atty. Giovanni Alfonso Miraflores, chief of the Registry of Deeds of Iloilo City and concurrent regional director of LRA in Western Visayas.
The digital transformation seeks to make LRA processes more convenient and accessible to the public.
“Once computerized, transactions like obtaining a certified true copy of land titles can be done from anywhere in the Philippines through our website, https://eserbisyo.lra.gov.ph/. This reduces the waiting time for documents to just three working days,” Miraflores explained.
At the moment in Silay and Cadiz offices of the LRA, the manual process of documents means the public still needs to visit them physically.
But while document acquisition can be digital, Miraflores clarified that the law mandates that land titling must be done in person at the office of the Registry of Deeds where the property is located.
“This is based on a law from the 1970s. If amended, it could potentially allow online transactions for land titling as well,” he said.
In 2023, LRA-6 issued 43,890 titles, registered 57,988 documents, and issued 81,361 certified true copies of titles.
Additionally, 3,049 Emancipation Patents / Certificate of Land Ownership Awards (CLOAs) were registered.
For 2024, as of July, 1,134 CLOAs and 1,914 electronic titles have already been registered./PN
