NegOcc jail warden denies allegations, refutes claims

BACOLOD City — The warden of the Negros Occidental District Jail–Male Dormitory (NODJ-MD) has denied allegations against his management, submitting photographs and documents to refute the claims as part of an ongoing investigation by the Bureau of Jail Management and Penology–Negros Island Region (BJMP-NIR).

Jail Senior Inspector Atty. Juniven Rey Umadhay, regional spokesperson of BJMP-NIR, confirmed on December 17 that the agency had received the comment and explanation of NODJ-MD management, which was submitted on December 4 following the directive of Regional Director Jail Chief Superintendent Brendan O. Fulgencio.

In his response, NODJ-MD Warden Superintendent Crisyrel Awe said jail management maintains that the conduct of strip and cavity searches is a lawful policy under BJMP Standard Operating Procedure 2010-05 and that its implementation complies with existing rules and regulations.

The jail management also presented a menu list with corresponding photographs of meals served to persons deprived of liberty (PDLs) during breakfast, lunch, and dinner to counter allegations of inhumane food conditions.

In addition, photos showing PDLs enjoying sunning privileges, participating in farming and livelihood activities, and attending Alternative Learning System (ALS) classes—taken prior to December 4, 2025—were submitted to refute claims that these programs had been discontinued.

The management further denied accusations of inadequate medical care, providing documentation and photographs related to medicines and health services extended to PDLs.

Despite the submission, Umadhay said Fulgencio reminded all BJMP officers and wardens that violations of their oath will not be tolerated and that appropriate sanctions will be imposed should substantial evidence warrant such action.

Fulgencio also encouraged complainants to submit additional evidence, beyond verbal and written allegations, to help establish the truth behind the issues raised./PN
