MANILA – Another warrant of arrest was issued against detained senator Leila de Lima for her alleged role in the illegal drug trade inside New Bilibid Prisons when she was Justice secretary.

De Lima, along with Jose Adrian Dera, was ordered arrested for violating Section 5 (sale and trading of prohibited drugs) in relation to Section 26 (b) and Section 28 (criminal liability of government officials and employees) of the Comprehensive Dangerous Drugs Act of 2002.

Judge Amelia Fabros-Corpuz of the Regional Trial Court (RTC) in Muntinlupa City issued the warrant of arrest.

A few months before the 2016 national election, de Lima allegedly ordered Dera to extort money and vehicles from high-profile Bilibid inmate Peter Co to be used in her senatorial bid.

Co claimed that he gave P3 million and four vehicles to de Lima through Dera.

Judge Juanita Guerrero of Muntinlupa City RTC Branch 204 issued the first arrest warrant against de Lima for a similar offense. This led to the senator’s detention at the Philippine National Police Custodial Center.

The decision stemmed from an affidavit submitted by former Bureau of Corrections (BuCor) head Rafael Ragos, who claimed that de Lima received around P10 million in drug payoffs — from November 2012 to January 2013 — that he delivered with aide Jovencio Ablen Jr. to the senator’s house.

De Lima contested the first arrest warrant before the Supreme Court but has yet been resolved.

Moreover, she has a pending case before Muntinlupa RTC Branch 206 under Judge Patria Manalastas-De Leon that stemmed from the allegations of Wilfredo Elli, her former aide Joenel Sanchez and Bilibid inmate Jaybee Sebastian. Former BuCor chief Franklin Bucayu is a co-respondent.

The case resulted from the preliminary investigation conducted by a five-man Justice department panel into complaints filed by the National Bureau of Investigation (NBI), Volunteers Against Crime and Corruption, former NBI deputy directors Reynaldo Esmeralda and Ruel Lasala, and Sebastian.
