ILOILO – Gov. Arthur Defensor Jr. reaffirmed the “no noon break” policy at the provincial capitol following an adverse finding of the Civil Service Commission (CSC).
“During lunch break dapat may skeletal force manning various offices para sige-sige ang trabaho,” said Defensor.
On Sept. 2 around noon, CSC chairperson Aileen Lizada made an unannounced inspection at the provincial capitol. No one was manning five windows of the Provincial Treasurer’s Office despite the “no noon break” policy.
Defensor welcomed Lizada’s unannounced inspection. He said it should help keep provincial government employees on their toes.
He reminded capitol employees to follow the “no noon break” policy because there were people transacting with various capitol offices even at noontime.
“Some of these clients come from faraway places. They spend time and money to get to the capitol. Their concerns should be attended promptly,” said Defensor.
A policeman detailed at the capitol was also caught by the CSC chief watching video on his mobile phone.
She observed, too, that most employees were not wearing identification cards.
Defensor vowed to act on the CSC’s observations.
“We will be taking steps to improve our services. Kon oras sang obra, magtrabaho kita,” he stressed.
CSC Region 6 director Nelson Sarmiento said they would leave it to the provincial government to act on the shortcomings that Lizada discovered.
