PH animal welfare group demands nationwide crackdown on pet crematoriums

MANILA — The discovery of 25 discarded dog and cat remains in Bulacan has sparked calls for a nationwide crackdown on pet crematoriums amid suspicions that some operators may be deceiving grieving pet owners by charging for cremation services that are never performed.

The Philippine Animal Welfare Society (PAWS) urged authorities to investigate pet cremation facilities across the country to uncover possible fraudulent practices, regulatory violations and improper disposal of animal remains.

“The reported discovery of the remains of deceased companion animals allegedly dumped instead of being cremated has raised serious concerns about the integrity of pet cremation services in the country,” PAWS said in a statement.

The controversy erupted after decomposing animal remains stuffed inside plastic bags were discovered along New Town Street in Barangay Minuyan Proper, San Jose del Monte City, Bulacan.

Authorities recovered and identified 25 animals — 22 dogs and three cats — on Sunday, a day after the discovery. Some grieving pet owners subsequently claimed the remains of their deceased companions.

PAWS said the incident warranted a broader investigation extending beyond the establishment allegedly involved to determine whether similar practices were occurring elsewhere.

“Following reports of deceased companion animals allegedly dumped instead of being cremated, PAWS is calling for a nationwide investigation of pet crematoria to ensure that these establishments operate lawfully, transparently, and with accountability,” the organization said.

It called on the Department of the Interior and Local Government, Department of Health, Philippine National Police and National Bureau of Investigation to examine possible violations of business licensing requirements, sanitation and environmental regulations, consumer protection laws and criminal statutes.

The animal welfare organization also emphasized the need to hold erring operators accountable and ensure that affected pet owners have access to appropriate legal remedies.

“Pet parents deserve the assurance that the cremation services they pay for are actually performed and that their beloved companions are treated with dignity even after death. The trust of grieving pet parents must never be exploited,” PAWS said.

The group stressed that a nationwide investigation would help restore public confidence in pet cremation services while ensuring that operators honor their commitments to grieving families.

The Bulacan discovery has raised questions about industry oversight and whether existing safeguards are sufficient to prevent unscrupulous operators from exploiting the emotional vulnerability of pet owners./PN
