ILOILO City – The Philippine National Police (PNP) has announced the reorganization of its top brass prompted by the recent retirement of police generals.
The reshuffle, ordered by the PNP’s oversight committee, was also due to the rule to keep regional director posts for a maximum of two years.
Western Visayas police director Chief Superintendent Cesar Hawthorne Binag was one of those affected by the revamp although he marked his first year as regional director only this May 15.
Binag’s new assignment is as acting director of the PNP’s Directorate for Information and Communications Technology Management, according to PNP spokesperson Chief Superintendent John Bulalacao yesterday.
Bulalacao, on the other hand, was named officer-in-charge of the Police Regional Office 6 (PRO-6).
The reshuffling took effect yesterday.

Bulalacao is a member of the Philippine Military Academy’s (PMA) Maringal Class of 1988.
Taking over Bulalacao’s post as PNP spokesperson / acting chief of the PNP Public Information Office is Senior Superintendent Benigno Durana Jr. who previously served as Aklan police director.
Durana also belonged to the PMA Maringal Class of 1988.
According to PRO-6 spokesperson Superintendent Joem Malong, Binag’s new assignment could be considered a promotion.
The PNP’s Directorate for Information and Communications Technology Management is for two-star generals.
“From here ma-promote na sia (Binag) two-star general,” said Malong.
Binag was assigned to the PRO-6 last May 15, 2017.
Malong said the date of the formal turnover ceremony would be announced soon but Bulalacao was expected to report to the PRO-6 this Monday, June 4.
Binag welcomed his new assignment and thanked Western Visayans for their cooperation during his one-year stint in the PRO-6.
