MANILA — In a move aimed at dismantling entrenched patronage practices, lawmakers meeting in bicameral conference have approved a provision in the proposed 2026 national budget that categorically bars elected officials from any role in the release or distribution of government assistance — whether in cash or in kind.
The restriction, embedded in Section 78 of the General Provisions, seeks to firewall social protection programs from political influence by prohibiting officials from participating in aid implementation, a practice long criticized for blurring the line between public service and political leverage.
Nueva Ecija 1st District’s Cong. Mikaela Angela “Mika” Suansing said the ban is sweeping in scope and deliberately written to cover all forms of assistance, not just select programs.
“Nakapaloob na po doon at saklaw niya po lahat ng klase ng cash and non-cash financial assistance,” Suansing said.
She clarified that the measure does not enumerate specific assistance tools — such as Guarantee Letters (GLs) — because the prohibition already applies across the board.
“Hindi po naka-specify ‘yung guarantee letter kasi lahat po ng types, AICS, MAIP, TUPAD, covered na po ‘yun. Na meron pong prohibition sa political involvement,” she said.
Suansing added that lawmakers also stood firm on keeping pork barrel funds out of the 2026 budget, underscoring the panel’s effort to tighten safeguards on public spending.
“Wala pong pork barrel, minaintain na po namin yan, isa po ‘yan sa mga pinakauna ko pong sinabi na wala pong barrel,” she added.
The provision is expected to attract close scrutiny, especially in light of recurring audit findings by the Commission on Audit flagging political interference and overlapping payouts in government assistance programs./PN
