BACOLOD City – The Sangguniang Panlungsod asked the city government to investigate what it described as the indiscriminate disposal of medical wastes into a river in Barangay Mandalagan.
Human body parts placed inside plastic containers, among others, were found by riverside residents in Purok Bulak on Sept. 22.
Such wastes were harmful to the health and well-being of Bacolodnons, said Councilor Em Ang.
The chairwoman of the committee on health and sanitation described the wastes as “hazardous” and “toxic.”
The City Health Office (CHO), the Business Permits and Licensing Division (BPLD), and the City Legal Office (CLO) — through the office of Mayor Evelio Leonardia — must immediately address this health and sanitation hazard, Ang said in a resolution.
“Article 6 of City Ordinance No. 313 series of 2002, or the Environmental Code of Bacolod City, states that all hospitals and clinics, both private and public, and other health establishments shall dispose of their clinical wastes in accordance with duly approved practices and technologies by the City Health and Environment offices, and other pertinent laws of the government,” part of the resolution read.
The resolution was approved on Sept. 28.
Already, the CHO conducted an investigation on Sept. 26.
City Health Officer Ma. Carmela Gensoli said they learned the medical wastes were from the garbage bin of a private hospital in the same village.
According to Gensoli, the hospital administration saw in a security camera footage someone trespassing their property and taking the garbage bin outside.
She defended the hospital, saying the garbage bin was secured inside the premises of the medical facility.
Nevertheless, said Gensoli, the hospital promised to have concrete garbage bins to discourage stealing of waste.
The BPLD, the CLO and the City Mayor’s Office have yet to respond to the Sangguniang Panlungsod’s request./PN
