ANTIQUE – The Philippine Statistics Authority (PSA) officially turned over the 2024 Community-Based Monitoring System (CBMS) to the Province of Antique in a ceremony held yesterday, September 1, at Eagle’s Hotel and Function Center.
Gov. Paolo Javier received the system on behalf of the provincial government, emphasizing its vital role in strengthening data-driven governance and supporting evidence-based policymaking across Antique.
“All 18 local government units are united in our commitment to use accurate and timely data for better planning and service delivery,” Gov. Javier said, noting that the CBMS complements his 4Es mantra: effective, efficient, economical, and with empathy.
The CBMS, mandated by Republic Act 11315, is a government initiative that compiles household- and community-level data on poverty, health, education, livelihood, and other basic needs. It provides local governments with updated information to guide effective planning, budgeting, and program design.
PSA Antique Chief Statistical Specialist Randy Tacogdoy highlighted that 10 out of the 17 United Nations Sustainable Development Goal (SDG) indicators can be measured using CBMS.
Meanwhile, PSA Region 6 OIC-Regional Director Nelida C. Amolar lauded Antique for being the first LGU in Western Visayas to avail of the 2024 CBMS.
“We have comprehensively gathered household-level data which will enable leaders to craft responsive programs and allocate budgets responsibly,” she said.
Antique Provincial Statistician Wincy Lou Dalumpines, speaking on behalf of the Provincial Planning and Development Coordinator, also stressed that the system is a crucial tool for formulating responsive and evidence-based plans.
The turnover marks another milestone for Antique as the province adopts a more data-driven and community-centered approach to governance, ensuring that programs and policies respond directly to the realities and needs of Antiqueños./PN
