MANILA – The Senate ethics and privileges committee has jurisdiction over the two complaints filed against Sen. Leila de Lima, according to Senate Majority Leader Vicente Sotto III.
Sotto said on Monday that the ethics panel has agreed the complaints have form and substance.
“It was implied ‘yung pagboboto sapagkat when I informed them with my assessment nobody objected. It was an implied concurrence. Para naman kaming nagboto nun. Walang nag object,” he said.
The senator said the two consolidated cases were filed at the Upper House by the House of Representatives leadership and lawyer Abelardo de Jesus.
Both complainants accused the lady senator of violating Article 50 of the Revised Penal Code when she allegedly asked Ronnie Dayan, her former driver, to skip the House probe on the alleged drug trade inside the New Bilibid Prison.
Sotto said that de Lima will be given 15 days from receipt of the complaint to answer. Her written response to the complaint will determine if a full-blown hearing is necessary.
“Depende sa sagot na matatanggap namin. Kung tatanggapin namin ang sagot o kung hindi kami nalilinawan sa sagot o hindi kami umaayon sa sagot,” he told reporters.
“Ang susunod na step niyan would be a public hearing and ask [the senator] to be present and the complainants to explain their complaints.”
Sotto said the invitation of de Lima’s former driver and body guard Ronnie Dayan and his daughter to the inquiry is a “possibility.”/PN
